Closes #24.

What changed

  • replace the reference server's route-only action allow-list with the concrete hierarchy-sealed PolicySet runtime
  • authorize each matching retained list row before cursor filtering, ordering, byte accounting, pagination, and cursor issuance
  • bind admitted mutations and reconciliation plans to the exact actor, action, policy version, authorization input, operation, and resource generation
  • re-evaluate authority immediately before effects while membership revocation is serialized with execution
  • derive operation targets from current resource, Workspace, Environment, and optional paired ProviderConnection bindings
  • preserve active delete replays and delete execution with server-sealed pre-delete targets after resource tombstoning
  • rotate bounded authorization admissions when the lifecycle service starts a fresh idempotency epoch
  • make bindings to revoked members inactive without invalidating unrelated active bindings; new Policy writes still require live members
  • normalize missing resource and Operation reads to denial at the authorization boundary
  • keep Workspace creation and status replacement service-reserved and fail closed
  • bootstrap one documented process-local Workspace administrator without exposing the private member directory to callers
  • reconcile architecture, reference-server, security-model, threat-model, ledger, and black-box contract evidence

Security invariants

  • denied requests do not mutate resources, operations, issuer state, queues, or admission records
  • stale policy, revoked membership, target substitution, and applicable generation drift block execution
  • caller-supplied member directories cannot forge Policy lifecycle authority
  • a deleted resource can be crossed only by its exact server-sealed admission and retained Operation
  • expired replay epochs retire the old admission only after the new Operation validates
  • the raw lifecycle service is exclusively owned behind the authorization wrapper

Review remediation

  • all ten inline findings were independently reproduced or disproved against the current tree
  • regression tests cover pre-cursor authorization, missing-object denial, active delete replay, tombstoned delete planning/execution, provider-free Operation targets, expired replay rotation, remaining-administrator access, and deterministic revocation/execution exclusion
  • the golden-file Operation ID report was disproved: both Location and both response operationId values are op_0000000000000003, and the black-box contract passed unchanged
  • the developer security profile and deferred resolver documentation were corrected

Exact-head validation

Head: 685cfe294a1e753f07f9f5c1cb06a3f27eb12b59

  • ./hack/dev check — passed (format, lint, security, build, all tests, docs, 139 threat fixtures, OpenAPI and contract)
  • go test -race ./... — passed for every Go package
  • go test -count=100 ./internal/core/service/reference ./internal/core/service/referenceauthorization ./internal/core/domain/authorization — passed
  • ./hack/dev coverage — passed at 80.3% statements (required 80.0%); authorization service 79.1%
  • OpenAPI quality — 100/100; OpenAPI SHA-256 unchanged at 7f7ab682e07e4cd9d4b5e626c2aafdc416efe43cb08ddc8a55b9bc6cf448237e
  • reference-server golden SHA-256 — unchanged at 917e8c993c908c2a00cc8deee3210bb03fc182fae2bf52a79d2d1b9e6ae222f0
  • full PR diff SHA-256 — 2ab6f22ed352e14cefa88463c96e852e3f760b7d424c71d5ff4acff36f538a99
  • structured patch-risk assessment — schema-valid; recommendation merge; no unresolved evidence gaps
  • README reviewed — existing ADR 0009 and reference-server evidence links remain sufficient

Scope boundary

This remains a provider-free, process-local reference implementation. Production OIDC verification, durable storage, queue transport, and provider execution remain owned by later roadmap issues.

📝 Walkthrough

Walkthrough

The reference server replaces its closed action gate with retained PolicySet authorization. It adds admission-time checks, immutable authorization plans, execution-time reauthorization, per-row list filtering, denied mutation handling, and updated contract and security documentation.

Changes

Authorization runtime

Layer / File(s) Summary
Authorization state and target resolution
internal/core/domain/authorization/..., internal/core/service/reference/authorization_state.go, internal/core/service/reference/pagination.go
The runtime loads hierarchy and PolicySet state, resolves sealed Operation targets, and filters unauthorized rows before pagination.
Admission and execution authorization
internal/core/service/referenceauthorization/..., internal/core/domain/reconciliation/plan.go
The new service enforces current policy for reads and mutations, records bounded admissions, creates immutable Plans, and rejects revocation, policy drift, input drift, and generation drift before effects. Tests cover denial atomicity, idempotency, capacity, and concurrency.
HTTP and credential integration
internal/adapters/referenceaccess/..., internal/transport/http/...
The credential adapter now authenticates only. The HTTP handler delegates authorization to the runtime and maps denied, stale, and unavailable errors to HTTP responses.
Reference server and contract coverage
cmd/veer-reference-server/..., test/contract/...
The server and contract fixtures seed a workspace, member directory, and administrator policy. Tests and golden responses now cover authorized reads, denied reserved operations, lifecycle conflicts, and updated identifiers.
Architecture and security documentation
docs/architecture/..., docs/reference-server.md, docs/security/...
Documentation describes loopback PolicySet enforcement, per-row filtering, immutable Plans, process-local reauthorization, and deferred production capabilities.

The current change can leave an accepted mutation unable to proceed to planning or execution, and several authorization and contract guarantees remain incorrect or insufficiently protected. These issues should be resolved before merge.

Update the developer-profile security status.

Line 34 still describes “action-gated reference HTTP” and says “tenant policy” is not claimed. Line 48 now states that the loopback API and process-local execution enforce retained PolicySet authorization. Replace the old wording with PolicySet authorization, and qualify only production OIDC and durable policy enforcement as deferred.

Remove Operation from the deferred resolver list.

Lines 102-103 still state that retained Operation rows are unavailable until Issue #24 adds a binding resolver. Lines 146-151 now state that Issue #24 added the Operation resolver and that only retained Plan and resource-anchored Audit resolvers remain unavailable. Update the earlier list so it does not describe operation.list and operation.get as unavailable.

Add a retained provider connection in testEnvironmentB and use its ID in this case.

newHierarchyFixture retains only testProviderA, which belongs to testEnvironmentA. The ID prv_01J11111111111111111111111 is absent, so ResolveOperationTarget reaches provider lookup failure instead of the provider environment-mismatch branch.

Make the concurrency assertion observe revocation before releasing the callback.

revocationStarted only shows that the goroutine started. The test releases release before it observes revocationResult. Since the callback closes exited before returning, and executionResult is awaited first, the final assertion is always satisfied. It would also pass if ReplaceMembers did not acquire service.mu.

Add a deterministic test seam that confirms ReplaceMembers reached the service.mu acquisition while the callback remains blocked. Assert that revocation has not completed, then release the callback and await both results. Do not use a sleep or timeout as the synchronization mechanism.
